Popoki
Located in next to Nishi-Chiba station, Popoki is a huge favorite among Chiba University students and international exchange students. The food Popoki serves is a combination of "teishoku ryori" (set meals) and homestyle Japanese food. Their menu consists of only around six items but don't worry because they give you so much food that you don't need to worry about ordering more than one dish. One popular favorite is the "Puru Puru Rice" which consists of a nice helping of rice, pork slices, salad, bean sprouts, pickled vegetables and miso soup. After eating all of this food you won't be leaving hungry. The walls of Popoki are lined with currencies from all sorts of countries and photos of the owner, Mr. Ishii, and his wife at destinations around the world. The two are very close to having been to nearly everywhere together. You can find pictures ranging from one of them standing before the world trade center (pre and post 9/11) to another one of Mr. Ishii fishing on the Amazon river in Brazil. Popoki is definitely a foreigner friendly environment so don't worry. The owner has had plenty of experience with foreign customers and has no problem communicating with foreign patrons. If you happen to be in the Nishi Chiba area for lunch or dinner and you want to have a full meal then Popoki is a great place to stop by.
